Where is the Html code located at ?

I need to change the following code :

<meta http-equiv=”Content-Type” content=”text/html; charset=UTF-8″>

This is the main code for everything and due to this. My website looks fine under Firefox, yet under IE. It is not aligning properly. I copied the code into dreamweaver and added the correct code. And it all looks in IE locally from my computer afterwards. If i put the following into my html file, then it goes back to not being alligned properly.

Anyone know where to change this ? It needs to be this :

Never mind. I finally Found it, now the code works fine under IE
